English as a Second Language



The English as a Second Language (ESL*) Program is designed to instruct the oral, aural, written and reading communication skills associated with Standard American English to the international student populations enrolled in the Baltimore City Public School System. The primary goal of the program is to develop students' English language proficiency so that they may achieve overall academic success. Students enrolled in the program receive ESL instruction while also participating in the mainstream academic program.

Participation in the ESL program is determined by the results of an English language proficiency test, given to students for whom English is a second language.

Mr. Stephen Frederick is the ESL teacher at Francis Scott Key. He is "shared" with Thomas Johnson Elementary School #84, one of our "feeder" schools.
